All 29 victims who were injured in a New York City explosion have been released from hospitals, Gov. Andrew Cuomo told reporters Sunday.<br />"It depends on your definition of terrorism.<br />A bomb exploding in New York is obviously an act of terrorism, but it's not linked to international terrorism," he said.<br />The explosion Saturday night in New York City's Chelsea neighborhood caused "significant damage," New York Gov. Andrew Cuomo said Sunday.<br />"When you see the amount of damage, we really were lucky that there were no fatalities," he said.
