Tillerson told an international conference here<br />that considerable progress had been made against the Islamic State but much remained to be done — and other countries needed to contribute more to the effort.<br />Nearly all of that progress cited by Mr. Tillerson took place during the Obama administration, a time when candidate<br />Donald J. Trump was denouncing President Barack Obama for failing in the fight against the Islamic State.<br />He said the United States appreciated the work of the United Nations in stabilizing areas newly liberated from the militants,<br />and he said local governments would be responsible for providing services and improving the lives of returnees once that stabilization occurs.
