This video was taken from the Fountain City neighborhood in Knoxville.</p><p>According to the National Weather Service,</a> a flash flood warning was issued across southwest Virginia, east Tennessee and southwest North Carolina on Sunday, with as much as five inches of rain fall predicted in the region.</p><br />
