<p>A tugboat engineer off Tybee Island, Georgia, watched a possible tornado form over the sea on Tuesday, May 23.</p><p>WSAV called</a> the funnel cloud a tornado, but the National Weather Service out of Charleston has yet to confirm it. A tornado watch warning had earlier been issued for the area.</p><br />
