Shocking footage has emerged from China of man driving a scooter without holding the handle bars because he is busy playing on his phone. <br /><br />The video, filmed in Ningbo, Zhejiang Province on June 16, shows the man relaxing on the scooter while driving on a motorway, playing on his smart phone.
