<p>Minneapolis Police chief Janee Harteau addressed media in Minneapolis on July 20 about the officer-involved shooting death of Australian woman Justine Damond</a> on July 15.</p><p>Harteau said: “Justine didn’t have to die. Based on the publicly released information from the BCA</a>, this should not have happened.”</p><p>“On our squad cars you will find the words; ‘To protect with courage and serve with compassion’. This did not happen.”</p><p>Harteau said that based on the information of the incident from the Bureau of Criminal Apprehension, the actions of officer Mohamed Noor</a> were "against who we are as a department, how we train, and the expectations we have for our officers.
