<p>Protesters gathered outside the US Capitol in Washington chanted and cheered after news broke that the Senate had voted down legislation to remove parts of the Obama-era Affordable Care Act, a so-called “skinny repeal” of “Obamacare.”</p><p>The bill failed by 51 votes to 49.
