<p>Hurricane Franklin made its second landfall late Wednesday, August 9, rushing ashore just north of Veracruz, Mexico, with top sustained winds at 85 mph</a>.</p><p>The storm quickly weakened back to a tropical storm but is expected to dump heavy rains over central Mexico before dissipating later Thursday.</p><p>As the storm approached the coast, its wide rain bands brought storm clouds over most of Mexico, including the west coast, seen here in Puerto Vallarta.
