<p>After making its second landfall late Wednesday, August 9, Hurricane Franklin weakened and moved inland, bringing heavy rain to Mexico City and other parts of the country.</p><p>Franklin came ashore just north of Veracruz, Mexico, with top sustained winds at 85 mph</a> and quickly weakened back to a tropical storm.
