Bizarre footage has emerged from China of the police pulling over a driver who was wiping his windscreen by hand.<br /><br />The video, which was captured in Chongqing on August 13, shows the driver reaching out of the window to push and pull a stick which is attached to the windscreen wiper.<br /><br />The driver was fined and deducted three points from his license, according to local media.
