Video of Bernard Laporte, president of the French Rugby Federation, celebrating in London minutes after France won a shock vote to host the Rugby World Cup in 2023.<br /><br />In the video, shot on Wednesday (November 15), Laporte celebrates with colleagues while on his way to carry out media duties.<br /><br />France won in the second round of voting with 24 votes against 15 for South Africa.
