Riverside County District Attorney Mike Hestrin has charged two parents with 12 counts of torture, multipack counts of abuse, neglect and false imprisonment.<br />If found guilty on all charges, they face up to 94-years in prison.<br />According to reports, David and Louise Turpin held their 13 children captive inside a house in Perris, a small city about 70-miles east of Los Angeles.<br />Officials added the couple had shackled some of the children to beds since 2010. <br />
