A US district judge has rejected a bid from California for a pretrial injunction.<br />The request from California sought to force the federal government to fund a law enforcement grant.<br />But U.S. District Judge William Orrick ruled that the $1 million grant was too small to justify an injunction while a lawsuit is unfolding.<br />Judge Orrick cited the state's overall budget in his ruling. <br />
