Albuquerque, New Mexico worked to help the homeless in 2015.<br /><br />Panhandlers were given jobs instead of tickets.<br /><br />In a few years, the program "There's A Better Way" has gotten national attention and is spreading to other cities.<br /><br />City officials travel in a van to connect with the homeless, who are paid an hourly rate and then dropped off by St. Martin's Hospitality Center.<br /><br />The program was created by Albuquerque's former mayor, Richard Berry. <br />
