The head of the UN aid agency says eight billion U.S. dollars needs to be raised to help Syrians affected by the country's civil war.<br /> Mark Lowcock made the remark Tuesday at a two-day donor conference in Brussels, warning that certain aid programs would have to be cut back if the funds weren't forthcoming. <br />UN and EU officials gathered at the conference hope to do better than the six billion dollars pledged last year <br />Over the last two years, the UN aid agency has only managed to raise half of the money needed to help Syria. <br />
