Residents Puzzled Over PETA Request for Cow Statue in Pennsylvania Community

People for the Ethical Treatment of Animals said it sent a letter to the mayor Ashland, Pennsylvania asking if the organization could put a statue of a cow near the borough's famous Mother's Statue.
