<p>Floodwaters raged through the streets of Ellicott City in Maryland on May 27 as a second 1000-year rainstorm in two years hit the area.</p><p>A state of emergency was declared</a> in Howard County, an area west of Baltimore, where officials said more than 30 rescues were carried out.
