<p>Eunice Rivers was riding to work on a New York Waterway Ferry when she observed a man dressed in a suit paddleboarding across the Hudson River on June 21.</p><p>The man was identified by ABC 11</a> as Scott Holt, who reportedly said he decided to paddleboard to save some money.
