Roads are seen to be entirely submerged while the waters push up against buildings. A flash-flood warning</a> was in effect for the area when the video was taken.</p><p>Some areas of Pittsburgh had seen around three inches of rain by July 5, according to a meteorologist</a> at WTAE Pittsburgh.
