A small boat on Table Rock Lake in Missouri capsized on Thursday.<br />17 people on board were killed after heavy winds battered and sunk the ship.<br />The survivors and victims could be entitled to tens of millions in damages.<br />According to maritime law, an 1851 law called limitation of liability will determine the outcome.<br />The boat owner may argue that the boat was in good condition and they had no way to predict the winds. <br />
