<p>Areas of Lynchburg, Virginia, were flooded on August 2 and 3, causing evacuations, and damage to property.</p><p>The National Weather Service said the College Lake Dam, near Lynchburg, was “above capacity” and that there was some uncontrolled flow from it. It was being closely monitored, they said.</p><p>The Lynchburg Department of Emergency Services said the threat of the dam failing</a> caused evacuations for residents in the Blackwater Creek Trail area.
