The UN Security Council has adopted new guidelines aimed at speeding up the delivery of humanitarian aid to North Korea.<br /> The Netherlands, which chairs the Security Council's committee that monitors sanctions, said none of the 15 Council members objected to the proposed guidelines by the Monday afternoon deadline.<br />The guidelines recommend that governments and NGOs submit requests for exemptions in a letter form containing ten specific elements,... including detailed descriptions and quantities of the items to be imported. <br />The guidelines will now be sent to all 193 UN member nations. <br />
