Emergency services treat cyclists lying on the road after a car ploughed into security barriers at the Houses of Parliament this morning. <br /><br />Footage filmed moments after the accident shows paramedics treating cyclists who had reportedly been hit by the vehicle.<br /><br />Police swooped on the area and brought the driver into custody.<br /><br />The Metropolitan police later declared the incident as terror-related.
