A state of emergency was declared in Madison on Tuesday, August 21 after more than 11 inches (28 centimeters) of rain fell the day before and overnight.<br /><br />A man in his 70s died yesterday when his car stalled in flood waters and was swept away. The vehicle came to rest nose down and quickly filled with water.<br /><br />According to the weather service, the downpour broke a Wisconsin record for most rainfall in a 24-hour period, forcing evacuations and downing power across cities.<br /><br />This video, shared to Facebook by Scot Petri, shows a creek in Middletown overflowing and pouring into Lake Mendota.<br /><br />The worst of the weather seemed to have passed by midday Tuesday, with the forecast calling for dry conditions Tuesday night and sunshine on Wednesday and Thursday.
