A state of emergency was declared in Madison on Tuesday, August 21 after more than 11 inches (28 centimeters) of rain fell the day before and overnight.<br /><br />This video, shared with Newsflare by Katy Brunette, shows part of a street still flooded on Greenway Boulevard in Middleton, with some cars left stranded.<br /><br />According to the weather service, the downpour broke a Wisconsin record for most rainfall in a 24-hour period, forcing evacuations and downing power across cities. The governor issued a state of emergency in the state's capital.<br /><br />The worst of the weather seemed to have passed by midday Tuesday, with the forecast calling for dry conditions Tuesday night and sunshine on Wednesday and Thursday.
