Residents are advised to evacuate as heavy winds and rain batter Japan's second city of Osaka as part of Typhoon Jebi.<br /><br />The storm, the biggest to hit Japan in 25 years, has ripped apart buildings and trees and caused flooding.<br /><br />Footage shows the scene on Tuesday morning (September 4) in Osaka.<br /><br />Up to 300,000 people have been advised to evacuate.
