Cabinet is of the opinion that the whipping sentence imposed on two women in Terengganu was inappropriate because they it did not reflect compassion which was central to Islamic teachings. <br /><br />Prime Minister Dr Mahathir Mohamad said administration was of the view that the two women were first-time offenders and therefore the authorities should have advised them rather than to subject them to corporal punishment.
