자치분권위원회, 오늘 '자치분권 종합계획' 발표<br /><br /> More power will be granted to local governments... to boost their autonomy and accountability while realizing sovereignty of residents.<br /> The announcement was made by the Committee on Autonomy and Decentralization after the matter was reviewed and finalized during President Moon's Cabinet meeting this morning.<br /> The change should help expand the political rights of local residents,... allowing them to submit bills directly to local councils.<br />The plan also seeks fiscal decentralization.<br />It's going to raise local tax rates so they're closer to the amount levied by the national government.<br />That ratio will be six-to-four..... a significant change from current eight-to-two.<br /> To promote cooperation between the central and local governments,... and also among local governments,... there will be regular meetings between President Moon and the heads of local governments. <br />
