<p>Typhoon Mangkhut, also known locally as Ompong, made landfall in the Philippines’ province of Cagayan at around 1:40 am on Saturday, September 15, according to the country’s weather bureau</a>.</p><p>Mangkhut unleashed torrential rain and high winds in northern Luzon, with Cagayan and Ilocos Norte among the provinces where the highest typhoon signal was raised, local media reported</a> on Saturday.</p><p>The National Disaster Risk Reduction and Management Council (NDRRMC) said</a> an estimated 5.2 million people were within 77 miles of the projected path of Mangkhut.</p><p>More than 15,000 people from 10 provinces were evacuated on Friday, September 14, NDRRMC said</a>.</p><p>Mangkhut, said to be the biggest storm on this planet this year</a>, is expected to hit Hong Kong and southern China</a> in coming days.</p><p>This footage, shared online on September 15, shows strong winds lashing Bacarra, in Ilocos Norte.
