<p>Roxas Boulevard in the Philippines capital, Manila, was flooded</a> on Saturday, September 15, after Typhoon Mangkhut, known locally as Ompong, made a landfall</a> in northern Luzon, unleashing torrential rain and strong winds.</p><p>The National Disaster Risk Reduction and Management Council (NDRRMC) said</a> an estimated 5.2 million people were within 77 miles of the projected path of Mangkhut.</p><p>More than 15,000 people from 10 provinces were evacuated on Friday, September 14, NDRRMC said</a>.</p><p>Mangkhut, said to be the biggest storm on this planet so far in 2018</a>, was expected to hit Hong Kong and southern China</a> in the following days.</p><p>This video, shared on September 15, shows the floodwater at Roxas Boulevard in Manila.
