<p>Typhoon Mangkhut brought flash flooding to Baguio City in the Philippines on Saturday, September 15.</p><p>Mangkhut, known locally as Ompong, made landfall in northern Luzon</a>, unleashing torrential rain and strong winds.</p><p>In the Philippines, the National Disaster Risk Reduction and Management Council (NDRRMC) said</a> an estimated 5.2 million people were within 77 miles of the projected path of Mangkhut.</p><p>More than 15,000 people from 10 provinces were evacuated on Friday, September 14, NDRRMC said</a>.</p><p>Mangkhut, said to be the biggest storm in the world so far in 2018</a>, hit Hong Kong and southern China on September 16.
