The Iowa State Patrol has released dashcam video from a traffic stop where an Illinois police chief was cited for speeding and operating while intoxicated. According to court documents, Moline Police Chief John Hitchcock failed a series of sobriety tests and his blood alcohol level was more than twice the legal limit.
