Occurred on September 27, 2018 / Chicago, Illinois, USA<br /><br />Info from Licensor: "The lady running after the tow truck parked on a yellow line with tow zones posted. The tow truck came by and saw the car parked so backed up to it and lifted then slowly began to pull away. In the meantime, the owner of the car came out running and shouting Stooooooooooooop."
