Prime Minister Peter O'Neill has signed a partnership agreement with the Enga Provincial Government for the decentralization of powers.<br /><br />The event was witnessed by Highlands region Governors, New Ireland Governor Sir Julius Chan and Minister for Inter Government Relations Kevin Isifu.
