North Korea's sports minister is in Tokyo to attend a two-day session of the Association of National Olympic Committees.<br />The Japanese government gave Kim Il-guk the green light to enter the country as an "exemption" to sanctions against the North.<br />Japan's Chief Cabinet Secretary Yoshihide Suga cited the spirit of international sport that prohibits discrimination on the basis of nationality.<br />Kim did not answer reporters' questions upon his arrival in Tokyo on Tuesday.<br />It marks the first time a North Korean official has visited Japan since 1991. <br />
