He says the Obama-era rule <br />required power plants to <br />use costly technology to <br />capture carbon emissions. Wheeler argues that without <br />the law, companies will have more <br />freedom to innovate and invest. The lift comes days after <br />a U.S. government report <br />calling for aggressive action <br />to reverse global warming.
