Officials from the two Koreas are discussing ways to move ahead with the groundbreaking ceremony for railway and road connections.<br />The two sides began talks on Thursday morning at the inter-Korean liaison office in Gaeseong.<br />A unification ministry official told reporters that.... they will discuss the time and place of the ceremony,... as well as the list of who will be attending the event.<br />The meeting is part of efforts to hold the event before the end of the year... as agreed at the inter-Korean summit in Pyeongyang in September.<br />The ministry has already sent a basic plan for the event to the North,... and they have been sorting out the details based on that plan. <br />
