IRS Will Collect Taxes <br />but Give No Refunds <br />During Shutdown Taxpayers are concerned about receiving their refunds as the partial government shutdown continues. The agency's recently-issued shutdown <br />plan states that only 12.5% of its employees <br />are allowed to work. The IRS claims <br />issuing refunds is a <br />"non-excepted" activity since those in charge of issuing refunds would be on leave during a shutdown. As tax season approaches, <br />the plan could be revised, but according to 'The Wall Street Journal' and CNN, the IRS typically doesn't issue refunds during a shutdown.
