Former Principal Secretary Peter Mangiti was also arrested for the second time over suspect payment clearances at the NYS and once again arraigned at the Milimani Law Courts.<br /><br /><br />He was among a bus load of persons arrested by Ethics and Anti-Corruption Commission detectives on Friday in relation to tender irregularities.
