At least 17 people have died after a fire ripped through a budget hotel in New Delhi, raising fresh questions about India's safety standards. <br />Most of the victims were sleeping when the fire broke out at the Arpit Palace Hotel.<br />An investigation is underway, but the blaze is believed to have been caused by a short circuit.<br />Negligence by safety enforcement officials is also being blamed for the incident. <br />
