Police have arrested nine people including two builders of a multistory apartment building that collapsed in a suburb of India's Mumbai city last week, killing 74 people and injuring dozens.<br /><br />The building that local authorities said was being constructed illegally at Thane caved in Thursday evening. Rescue workers stopped looking for survivors in the rubble Saturday after a two-day search.
