In a shocker from Bihar now. A one and half year old girl was raped in state's Katihar District by a local but what was worse is that the panchayat ordered that the accused pay two lakh rupees and be let off.<br /><br />In Mohna Chandpur village of Katihar a one and half year girl was lured by a local youth and was raped. <br /><br />The accused Nilesh Kumar lured the girl on pretext of giving her a chocolate and took her to his house. When the mother of the child approached the panchayat she was asked not to report the matter to the police.<br /><br />The panchayat ordered that the accused pay a fine of Rs 2 lakh and be let off.
