People in Delhi who refused to pay inflated bills and joined Arvind Kejriwal's campaign against power distribution companies last year will now be rewarded - they will have to pay only half their bills, without any penalty. <br /><br />"People, who did not pay any electricity bills from October 2012 to April 2013 due to the Satyagraha, will not be charged penalties.
