Police on Saturday filed an FIR against Uttar Pradesh's controversial minority affairs minister Mohd Azam Khan for giving a communal twist to the Kargil war.<br /> <br />The police action came a day after the Election Commission banned him from holding any public meetings or road shows in Uttar Pradesh.
