MUMBAI: The traffic police chief has instituted an inquiry after a constable, Sunil Toke (50), complained about harassment for his refusal to accept bribes and distribute the money to a chain of officers extending to the top of the hierarchy. <br /><br />Toke, who put in his papers in September, is yet to be relieved.
