Last year, the two Koreas saw much progress in lowering military tensions by actually taking actions after signing the military agreement at the September summit.<br />But this year, uncertainty shrouds those plans... as North Korea remains lukewarm.<br />Seoul and Pyeongyang were to begin together recovering the remains of the war dead at the DMZ in Cheorwon, Gangwon Province, in April.<br />But according to the nation's defense ministry,... Seoul has notified Pyeongyang that it's formed an excavation team... but the North is yet to respond.<br />To discuss this issue... and the issue of allowing civilian ships to navigate through the Hangang River estuary -- which the two Koreas have jointly surveyed last year -- Seoul has suggested holding military talks... but the North is not responding. <br />
