A 41-year-old man was caught on camera stealing panties from his neighbour’s house compound in Taman Sukun, Bukit Mertajam, Penang on Monday. <br /><br />However, after knowing that the man has mental problems and other disabled family members, the neighbour decided not to pursue the matter but told the police to issue a warning to the man instead.
