South Korea rose to the top of the world again.... in terms of the ratio of R&D spending to GDP in 2017,... surpassing that of Israel.<br />Citing the OECD's Main Science and Technology Indicators,... the Korea Institute of Science and Technology Evaluation and Planning.... and the Ministry of Science and ICT explained that.... South Korea's R&D intensity,... the expenditure on R&D as a percentage to the GDP stood at four-point-five-five percent. <br />Asia's fourth-largest economy outpaced Israel for the first time in 2013.... but Israel again topped the global ranking in 2015 and 2016.<br />But in 2017, with Korea having reclaimed the top spot.... Israel had the second highest R&D intensity in the world, followed by Switzerland. <br />
