R. Kelly has been arrested on sex charges in Chicago for the second time this year.<br />Newser reports that Kelly was arrested by Federal Authorities on Thursday.<br />The R&B singer was walking his dog around 7pm Thursday when he was taken into custody, the Chicago Tribune reports. <br />Kelly was arrested in February on state charges relating to the sexual abuse of four people, including three minors. <br />
