A coal preparation plant and surrounding streets were submerged after a nearby dam collapsed in northern China.<br /><br />The video, filmed in Yan'an city in Shaanxi province today (August 1), shows water turning black after mixing with the coal and washing vehicles down the flooded streets.<br /><br />In another clip, a man can be heard shouting, "the person has been flushed away," when a three-wheeler driver was being dragged down the road by the floodwater. <br /><br />Another man who was caught up in the black water earlier was telling passersby about the incident on the roadside after escaped from it. <br /><br />No casualties were reported and local relative departments are rescuing people.
